Committees and boards

What are committees and which committees are there?

The StuPa (Student Parliament) is responsible for passing resolutions that are then implemented by the AStA (General Student Committee) and the StuV (Student Council) or brought forward by the student senate members in the Senate.

Since these resolutions cannot be worked out in the meetings, committees are formed in which a few members of the StuPa deal intensively with the respective topics and formulate resolutions and/or bylaws that can then be voted on in the StuPa.

Students who have demonstrated exceptional volunteerism will be selected based on a schedule of events and requirements. These students are then to be honored at graduation ceremonies.

The committee decides on the honors and takes care of the gifts and certificates.

The central task of the Senate Committee is the quality-assured preparation of and consultation on resolutions on fundamental matters of research and knowledge and technology transfer that go beyond the concerns of an individual faculty in terms of their strategic importance. Of particular importance are structural and development planning, profile-relevant issues, cross-university cooperations of special scope, transfer-related issues, regional development issues and statutes with research and transfer relevance.

What are committees and what committees are there?

Committees are self-governing bodies of the university and an essential part of the organizational structure. Self-government means that the university and its members organize and manage themselves. So that one person does not determine everything from above, there are the committees. Here all (with very few exceptions) decisions are discussed and decided. Without committees, public universities would not function.

A distinction is made between student self-administration (StuPa, AStA and Fachschaften) and academic self-administration (Senate, Dean's Office, Examination Board). The academic committees are concerned with, among other things:

  • Study content and organization
  • Appointment of professors
  • Establishment and updating of study programs
  • Strategic orientation of the university

There are many different committees at our university. You have probably already heard of some of them, such as the faculty council or the senate. But there are several other committees in which students can become active and represent their own interests and those of their fellow students.

Below you can see the university committees in which student members are represented. The IfG is the communication and organization forum of the mathematicians and natural scientists at Heilbronn University. It plans and distributes funds and deputations for the physics laboratories and facilities for appropriate basic education, lectures in physics and mathematics and corresponding tutor positions. The mathematics bridge course and the "Mathematics Learning Center" are also part of the IfG's area of responsibility. In addition, any student can turn to it if there is a suspicion that an organ of the student body is not acting lawfully. Therefore, the commission has also been assigned the task of auditing elections.

The Arbitration Commission is the judicial body of the constituted student body. If there is a dispute between the executive (AStA) and the legislative (StuPa), which the two parties cannot resolve independently, its task is to arbitrate the dispute.

The LandesAstenKonferenz is an organ of the Landesstudierendenvertretung Baden-Württemberg. The State Student Council (LaStuVe) represents the cross-university interests, especially those relating to higher education policy, of all student bodies at Baden-Württemberg's universities. It works toward the development of common positions.

Each student body has one vote at the LandesAStenKonferenz (LAK). However, more than one person can have the mandate for this vote at the same time, in case one person is unable to attend. The term of office is unlimited.

The Assembly of Representatives adopts the statutes of the Studierendenwerk, discusses possible amendments and elects the members of the Administrative Board. The representatives from the business community and the professors are elected every two years; the student representatives are elected every one year. Furthermore, the annual report and the annual financial statements of the managing director of the Heidelberg Student Union (Ms. Leiblein) are approved at the meeting of the representatives' assembly. This includes a report on the past year and an outlook for the coming year. Any deliberations will be reported to the Administrative Board.

The work in the Representative Assembly is accompanied by regular discussions between the student members and the management of the StuWe. Here, the focus is on concrete problems such as the provision of children's chairs in the refectories, the job placement of the StuWe and all other topics that concern the StuWe. The Center for Studies and Teaching (ZfSL) bundles all extracurricular teaching and training measures for students as well as the realization of measures that are conducive to teaching. It has set itself the goal of improving the quality of study conditions and study results, and of promoting the personal, social and cultural competencies of students and teachers across all faculties.
