Com­mit­tees and boards

Com­mit­tees and boards are impor­tant ele­ments of orga­ni­za­tion and admin­is­tra­tion at Ger­man uni­ver­si­ties. They serve to make deci­sions, devel­op strate­gies and rep­re­sent the inter­ests of the var­i­ous groups with­in the uni­ver­si­ty. Com­mit­tees and boards have cer­tain com­pe­ten­cies and respon­si­bil­i­ties, which are defined in the respec­tive statutes or rules of pro­ce­dure. These may vary depend­ing on the uni­ver­si­ty and the type of com­mit­tee or board. As a gen­er­al rule, mem­bers of com­mit­tees and boards have vot­ing rights and are usu­al­ly required to meet reg­u­lar­ly to car­ry out their duties.

Com­mit­tees and bod­ies briefly explained

A Com­mit­tee is a group of mem­bers assigned by a high­er author­i­ty to work on spe­cif­ic tasks or prob­lems and to make rec­om­men­da­tions or deci­sions. Com­mit­tees can be estab­lished at dif­fer­ent lev­els of uni­ver­si­ty admin­is­tra­tion, for exam­ple, at the fac­ul­ty lev­el, at the university/college lev­el, or at the stu­dent body lev­el. Gen­er­al exam­ples of com­mit­tees at Ger­man uni­ver­si­ties are the exam­i­na­tion com­mit­tee, the doc­tor­al com­mit­tee, the bud­get com­mit­tee or the staff council.

A Board on the oth­er hand, is an assem­bly of rep­re­sen­ta­tives from dif­fer­ent groups who make joint deci­sions and rec­om­men­da­tions. Like com­mit­tees, boards can be estab­lished at dif­fer­ent lev­els of uni­ver­si­ty admin­is­tra­tion, for exam­ple, at the fac­ul­ty lev­el, at the university/college lev­el, or at the stu­dent body lev­el. Gen­er­al exam­ples of com­mit­tees at Ger­man uni­ver­si­ties are the sen­ate, the fac­ul­ty coun­cil, the uni­ver­si­ty coun­cil or the stu­dent council.

What com­mit­tees are there at HHN?

The Stu­dent Par­lia­ment (Stu­Pa) ensures that res­o­lu­tions are passed. These res­o­lu­tions are adopt­ed by the Gen­er­al Stu­dent Com­mit­tee (AStA) and the Stu­dent Coun­cil (StuV) imple­ment­ed or brought for­ward to the Sen­ate by stu­dent Sen­ate members.

These are impor­tant deci­sions for the ben­e­fit of the stu­dents. How­ev­er, it is dif­fi­cult to decide every­thing in large groups. For this rea­son, there are the com­mit­tees. These have spe­cial­ized in cer­tain top­ics and there­fore have expert knowl­edge. They meet reg­u­lar­ly to pre­pare res­o­lu­tions that are then vot­ed on in the Stu­Pa. This way, all impor­tant top­ics can be dis­cussed and deci­sions can be made on a broad basis.

The work of the com­mit­tees ensures that all impor­tant top­ics are dis­cussed in the Stu­Pa and that deci­sions are made on a broad basis. At the same time, the work of the Stu­Pa is also facil­i­tat­ed, as the com­mit­tees make an impor­tant con­tri­bu­tion to the prepa­ra­tion of decisions.

What com­mit­tees are there at HHN?

Com­mit­tees are impor­tant groups at uni­ver­si­ties that orga­nize and man­age them­selves. They help make deci­sions so that not just one per­son decides every­thing. With­out com­mit­tees, pub­lic uni­ver­si­ties could not func­tion prop­er­ly. There are two types of com­mit­tees: stu­dent (Stu­Pa, AStA and Fach­schaften) and aca­d­e­m­ic (Sen­ate, Rec­torate and Fac­ul­ty Council). 

The aca­d­e­m­ic com­mit­tees deal with impor­tant issues such as the con­tent of stud­ies, the strate­gic ori­en­ta­tion of the uni­ver­si­ty and the appoint­ment of professors. 

There are many dif­fer­ent com­mit­tees at our uni­ver­si­ty, such as the Fac­ul­ty Coun­cil and the Senate.

The IfG is the com­mu­ni­ca­tion and orga­ni­za­tion forum of the math­e­mati­cians and nat­ur­al sci­en­tists at Heil­bronn Uni­ver­si­ty. It plans and dis­trib­utes funds and dep­u­ta­tions for the physics lab­o­ra­to­ries and facil­i­ties for appro­pri­ate basic edu­ca­tion, lec­tures in physics and math­e­mat­ics and cor­re­spond­ing tutor posi­tions. The math­e­mat­ics bridge course and the “Math­e­mat­ics Learn­ing Cen­ter” are also part of the IfG’s area of respon­si­bil­i­ty. In addi­tion, any stu­dent can turn to it if there is a sus­pi­cion that an organ of the stu­dent body is not act­ing law­ful­ly. There­fore, the com­mis­sion has also been assigned the task of audit­ing elections.

The Arbi­tra­tion Com­mis­sion is the judi­cial body of the con­sti­tut­ed stu­dent body. If there is a dis­pute between the exec­u­tive (AStA) and the leg­isla­tive (Stu­Pa), which the two par­ties can­not resolve inde­pen­dent­ly, its task is to arbi­trate the dispute.

The Lan­desAs­tenKon­ferenz is an organ of the Lan­desstudieren­den­vertre­tung Baden-Würt­tem­berg. The State Stu­dent Coun­cil (LaS­tuVe) rep­re­sents the cross-uni­ver­si­ty inter­ests, espe­cial­ly those relat­ing to high­er edu­ca­tion pol­i­cy, of all stu­dent bod­ies at Baden-Württemberg’s uni­ver­si­ties. It works toward the devel­op­ment of com­mon positions. 

Each stu­dent body has one vote at the Lan­desAS­tenKon­ferenz (LAK). How­ev­er, more than one per­son can have the man­date for this vote at the same time, in case one per­son is unable to attend. The term of office is unlimited.

Fur­ther­more, the annu­al report and the annu­al finan­cial state­ments of the man­ag­ing direc­tor of the Hei­del­berg Stu­dent Union (Ms. Leiblein) are approved at the meet­ing of the rep­re­sen­ta­tives’ assem­bly. This includes a report on the past year and an out­look for the com­ing year. Any delib­er­a­tions will be report­ed to the Admin­is­tra­tive Board.
